HAMMITT Bob
From: MEDLIN Johnny R
To: ANDERSEN Chris F
Cc: ETTER John F; HAMMITT Bob
Subject: RE: Copy of Memo from Chris to Barbara Keller....
Date: Monday, November 28, 1994 9:18AM
After giving this a little more thought, I thought what I wrote was not detailed enough of an explanation
and might lead someone to a feeling that SDC funds can only be used on neighborhood facilities which is
not true. SDC funds can be used on both "Neighborhood Parks" and also on "Community Parks". The
area they can't be used is for "Metropolitan Parks". The definition of metropolitan park is lengthy but the
specific item that pertains is:
"To preserve unique cultural and natural open space areas for the recreation and educational enjoyment of
the general public."
In the Parks and Recreatioo Plan the ridgeline system is considered a metropolitan asset. The acquisition of
land at the head of the amazon would fit this criteria both for the "unique open space" and its connectivity
to the existing metropolitan ridgeline system. Therefore, I would suspect we would also have difficulty in
calling this a "Community Park" acquisition.
Thanks
Johnny
From: MEDLIN Johnny R
To: ANDERSEN Chris F
Subject: FW: Copy of Memo from Chris to Barbara Keller....
Date: Monday, November 28, 1994 8:38AM
Hi Chris,
With Bob being out last Wednesday and again today, I thought I
should forward John's comments directly to you. My
understanding is the same as John's on this issue. If there
is not a neighborhood park aspect to this piece of land (and I
find it difficult to see one here or even an ability to cite a
need for an additional neighborhood park in this area due to
Frank Kinney Park being about a 1/4 mile from there) then
using park SDC might be questionable. Also if we did stretch
to find a rationale, I would worry about having to stretch
similarly on other acquisitions.
Thanks
Johnny
From: ETTER John F
To: HAMMITT Bob
Cc: MEDLIN Johnny R
Subject: Copy of Memo from Chris to Barbara Keller....
Date: Tuesday, November 22, 1994 4:32PM
that you circulated today concerning the Amazon Headlands acquisition:
I am concerned about saying that SD funding could be used for
any part of this effort when this is considered a park of
metropolitan significance. Unless we can rewrite the
eligibility criteria for spending Parks SDF's, I think we
should back off from that statement to save some challenge by
a non-supportive citizen. SDF's are still limited to
neighborhood and community level parks. --John
Page 1
