Date: Thursday, March 09, 1995 4:18PM
I don't know of any reasons why we shouldn't accept. I would
assume we'd have a title search done, and at least contact
Chuck Solin for a level one investigation due to BPA lines.
Only drawback might be lack of access, for both recreational
use and for fire protection. There was some discussion of
negotiating access with adjoining pud's - possibly through
existing road in BPA easement. My guess is adjoiners would
decline.
From: LYLE Les A
To: FERGUSON Joe M; CAHILL Michelle R
Subject: FW: Land Donation
Date: Thursday, March 09, 1995 11:26AM
Do you have any knowledge of this donation and any issues that
need to be followed up on? Any encumbrances or property
constraints that we need to flag? The land is south of Donald
St. and west of Fox Hollow, and abuts the existing Ridgeline
Trail property.
Since receiving the proposal, John Weber has performed an
assessment. The property is an attractive natural area that
contains significant wildlife and plant habitat. The site
also has a water quality and biofiltration value. This site
has an obvious recreation value and potential to add to the
Ridgeline Trail system. The 1989 Eugene Parks and Recreation
Plan policies and proposed actions under the community wide
resources section, applies to this property. Specifically,
South Hills policies 1, 2, 3, and 4, and proposed actions FI-3
are applicable. These policies call for the preservation and
enhancement of the natural conditions and habitat value of the
South Hills, passive recreation development; such as trails
and viewpoints, and to utilize the recreation potential of the
land under the BPA power easement. This property could help
meet these policies.
The City's recently formed natural resources committee has
reviewed this proposal and John's assessment. They strongly
recommend that we accept this donation.
I am going to have John contact the person that made the
proposal and let them know the City is willing to accept this
donation, and that the next step should be for them to develop
an official offer to us. Let me know if you want this handled
Page 2
