❑ The City will not maintain: <br /> • Water quality facilities that are constructed to serve high density residential <br /> (i.e., apartment complexes and condominiums or"HDR"), commercial, or <br /> industrial developments. <br /> • The following site-planning controls that are implemented for any <br /> development regardless of land use: <br /> • pervious pavements <br /> • roof drain disconnects <br /> • eco-roofs <br /> • landscape planters <br /> • xeriscaping/naturescaping. <br /> ❑ The City will have an inspection and enforcement program for those <br /> maintenance activities which are the responsibility of private development. <br /> ❑ The City will have a cost recovery program for abatement activities on <br /> facilities which are the responsibility of private development. <br /> This recommendation is based upon the fact that, for HDR, commercial, and industrial <br /> facilities there is one responsible party for maintaining the site in the long term. These <br /> responsible parties are also more likely to have the ability to perform the range of <br /> maintenance activities that will be required for water quality facilities. LDR <br /> developments may not have access to the appropriate maintenance equipment for the <br /> types of maintenance activities that need to be conducted beyond litter and debris <br /> removal and vegetation maintenance. Water quality facilities will require regular <br /> inspection and maintenance in order to be effective, so it is in the City's best interest to <br /> ensure that it occurs. <br /> Maintenance Implications <br /> Based on the recommended maintenance strategy, planning level estimates indicate a <br /> potential need for an additional $1.6 million per year. This amount covers an additional <br /> 9 full time equivalent staff(FTE) and the maintenance activities and equipment that <br /> would be required. Please note that these numbers: <br /> • are estimates based on build-out conditions; <br /> • do not include the cost associated with maintenance of key waterways; <br /> • do not include the cost of capital project related maintenance; and <br /> • do not address the maintenance implications of redevelopment. <br /> The following sections of this memo identify the assumptions and calculations used to <br /> develop these figures.
