MEMORANDUM <br /> TO: Eugene Stormwater Management DAC <br /> FROM: Basin Planning Project Team <br /> SUBJECT: Maintenance Strategy and Implications <br /> DATE: December 7, 1999 <br /> Currently, the City of Eugene's maintenance staff are responsible for maintaining the <br /> public storm drainage system and any public stormwater facilities within the City. The <br /> City's current practice is not to maintain private stormwater facilities. If adopted, the <br /> water quality development standard will result in construction of additional stormwater <br /> facilities. In this memo we describe our recommendations for modifying the City's <br /> practice with regards to maintenance responsibilities for water quality facilities, and the <br /> associated implications to maintenance costs and staffing levels. <br /> This memo: recommends a maintenance strategy for the proposed water quality <br /> development standard; presents estimated implications to maintenance costs and staffing; <br /> outlines implications associated with City maintenance responsibilities; outlines <br /> implications associated with private maintenance responsibilities and optional public <br /> roles in assuring this maintenance is conducted; and presents a comparison to other <br /> communities. <br /> Recommended Maintenance Strategy <br /> The recommended maintenance strategy to implement the recommended water quality <br /> development standard is as follows. <br /> • o The City will maintain: <br /> Approved water quality facilities that are constructed to serve multiple-parcel <br /> low-density residential ("LDR") developments, including: <br /> • swales <br /> • vegetated filter strips <br /> • ponds <br /> • constructed marshes/wetlands <br /> • dry wells <br /> • infiltration trenches <br /> • infiltration basins <br /> 4 • appropriate structural devices for filtering, and <br /> • appropriate structural devices for settling. <br /> The City will conduct inspections, sediment removal, re-grading, and cleaning of <br /> inlets/outlets.
