Ms. Boutell replied that Mr. Joyner said he already had staff in the field <br /> conducting inspections and it would be efficient to use them, rather than having two different <br /> inspectors visit a site. The group decided it was important to consider any revenue stream that <br /> could provide additional staff, determine the point at which inspections would be done, and <br /> estimate the increase in workload based on projected levels of future development before making <br /> a final determination of responsibility for inspections. Ms. Childs said she would obtain building <br /> permit statistics. <br /> Ms. Walch noted that the cost to incorporate BMPs into public projects varied widely and had <br /> not been estimated in the financial implications. She said a new FTE had been budged in the <br /> Parks and Open Space WOW section for post-construction inspection and enforcement of <br /> privately maintained BMPs. <br /> Ms. Walch reviewed potential implications to the City of maintaining some privately constructed <br /> BMPs, based on an estimated twenty-year build-out to the Urban Growth Boundary (UGB). In <br /> response to questions from Mr. Lankston, she said estimated costs included materials and <br /> supplies, but that headwater flow controls were not included. She said activities would be <br /> primarily stormwater-funded. <br /> Ms. Walch described the wide range in costs, from a savings per acre to increased costs per acre, <br /> related to design and construction of BMPs for new development. She said a bioswale could <br /> result in savings, whereas a structural BMP could be very expensive. She distributed a <br /> worksheet of the estimated cost of BMPs for a representative hypothetical five lot subdivision, <br /> illustrated the design on plans for the site, and explained the review and approval process. She <br /> also reviewed the estimated cost and plans for a car wash site. The group discussed technical <br /> issues related to both sites. <br /> Concluding, Ms. Walch reviewed the estimated increased annual maintenance costs of BMPs <br /> that were privately maintained and the proposed ordinance changes necessary to incorporate <br /> Stormwaler Policy Team June 3, 2003 Page 4 <br />
