Once a financially sustainable program is developed, should stormwater user fees be <br /> increased annually to reflect increases in the Consumer Price Index or other <br /> appropriate index of inflation? <br /> Technical Analysis <br /> Additional technical analysis is needed to provide the basis for reaching decisions on the <br /> policies questions listed above. Substantial work has been completed to date in creating a <br /> spreadsheet of the stormwater program activities and associated labor, material and <br /> contract costs. Additional analysis should included the following: <br /> 1. Describe activities and programs <br /> 2. Identify NPDES BMPs <br /> 3. Identify other regulatory requirements <br /> 4. Identify other CSWP implementation measures <br /> 5. Identify new activities since CSWMP <br /> 6. Identify activities that benefit other programs <br /> 7. Identify activities that will happen regardless of funding(customer complaints). <br /> With this additional information the stormwater activities should first be prioritized <br /> within the five program elements identified in CSWMP—Administration&Planning, <br /> Capital Improvements, Operations &Maintenance, Enforcement, Inspection & <br /> Monitoring and Public Education. <br /> 41 <br /> I <br />
