MEMO <br /> To: Stormwater Policy Team <br /> From: Mark Schoening, City Engineer <br /> Date: March 10, 2003 <br /> Subject: Stormwater Program Review <br /> Background <br /> At the Stormwater Policy Team (SWPT) meeting held on January 14, 2003, the SWPT <br /> discussed numerous strategies to conduct a review of the stormwater program. The <br /> consensus agreement was to seek the appointment of the Budget Subcommittee(the <br /> citizen members of the budget committee) to conduct the review. However,no action <br /> was taken by the Budget Committee after a presentation on the Stormwater Fund at the <br /> Budget Committee's February 17 meeting. The current stormwater program review <br /> strategy is a series of work sessions with the City Council. The first work session was <br /> held on February 26. At this work session the Council received an overview of the <br /> stormwater program. Attached is a summary of the questions raised by the Council that <br /> were not answered in the work session. <br /> Policy Issues <br /> The following are the potential policy questions for the City Council that could provide <br /> staff with the necessary direction to create a financially sustainable stormwater program: <br /> 1. Is the Comprehensive Stormwater Management Plan still a valid policy document? <br /> More specifically, are the seven goals and twenty-four underlying policies still <br /> appropriate? <br /> 2. Should stormwater programs and activities that benefit multiple City programs have <br /> multiple funding sources that reflect the benefiting programs? Examples include <br /> street sweeping, leaf pickup, and planning. <br /> 3. Should programs that are not regulatory driven be scaled back or eliminated? <br /> . <br /> 4. What is the appropriate level of annual funding of capital improvements to meet the <br /> objectives of the basin plans? <br /> 5. What level of cost recovery is appropriate for permit programs such as erosion <br /> control, land use and industrial stormwater? <br />
