MEMO <br /> To: Stormwater Policy Team <br /> From: Mark Schoening, City Engineer <br /> Date: March 10, 2003 <br /> Subject: Lane County NPDES Permit <br /> On Friday, February 28, 2003 I met with Sonny Chickering, County Engineer and Lane <br /> County staff to discuss the County's Phase 2 NPDES permit. The purpose of the meeting <br /> was to express the City's concern about the"Rely on Another Entity" option, with <br /> Eugene being the "entity", that the County was pursuing and to better understand the <br /> County's perspective of this option. <br /> The County's has two primary objectives for its NPDES Phase 2 permit. First, the <br /> County would like to implement the minimum number of Best Management Practices <br /> (BMPs)necessary to meet the Phase 2 regulations. Second, for the BMPs to be <br /> implemented, the County would like to mirror the City's BMPs to assure consistency <br /> within the UGB and provide for a smooth transition of services when unincorporated <br /> areas are annexed to the City. <br /> Attached is a summary of the City of Eugene BMPs with a brief discussion of how the <br /> BMP would be implemented under the County's NPDES Phase 2 permit with the "Rely <br /> on Another Entity" strategy. The summary has been annotated in bold following <br /> discussions between Lane County staff and Therese Walch and James 011erenshaw. <br /> On March 12, the County Board of Commissioners will be requested to direct staff to <br /> pursue"Rely on Another Entity"as the primary NPDES phase 2 compliance strategy. <br /> Should the Board approve the staff recommendation, County staff will approach the <br /> Cities of Eugene and Springfield to begin negotiation of intergovernmental agreements <br /> with each entity. <br /> Since portions of the County's storm water management plan will fall outside of County <br /> right of way, staff will return to the Board in April to discuss alternative funding <br /> mechanisms. <br /> Attachment <br />
