I wonder if these <br /> should be included with the Council packet regarding the homeless issues. I realize that there are <br /> different issues involved, however,there seems to be a relationship. A problem is that the <br /> Council is hearing directly from homeless people about the need to provide a car camp, relax the <br /> camping ban, and to provide for the homeless. The Council is even being threatened with a <br /> lawsuit. Many people in the community are concerned about the impacts this would have on <br /> their neighborhoods and to the parks system. These people are not going directly to Council, but <br /> are raising these issues with staff. Seems to me like we need to provide Council with this side of <br /> the picture also. <br /> Numerous ideas have been expressed as to how to manage West University Park. I am not sure <br /> if Public Safety or if Public Works is in the lead. I know that Dick Morgan has been working <br /> with Becky Hanson and the City Attorney's office regarding closing the park. We have been <br /> having a difficult time getting direction back from the attorney's office about how to legally <br /> close the park and sign it so that Police can issue citations. At the same time, Richie Wyman is <br /> talking to people about developing a low income housing project for the site. I am concerned <br /> that this is not really what the neighborhood wants. Seems to me that the timing is appropriate to <br /> get the various players together to determine a strategy. Any suggestions? Is this something you <br /> want to visit with EXEC's about or do you want me to proceed with setting up a meeting?
