The committee plans <br /> funds by broad categories for three year periods. Funds in each category are annually slotted to specific <br /> projects. Staff can strongly recommend projects to the committee. But, I know better than to promise <br /> what a committee will vote to do in the future. <br /> If the current park site is transferred to housing now, I am prepared to inform the Community Development <br /> Block Grant Advisory Committee of the action and forcast the need to acquire land in the future to benefit <br /> the neighborhood. The committee won't be bound by that, but it will become part of the institutional <br /> memory and appear in the minutes. We would also inform the Council. City Council, by the way, always <br /> makes the final decisons on CDBG expenditures. However, they have always followed the committee <br /> recommendation. <br /> Realistically, it will be a year before the committee can consider allocation of funds for West University <br /> Neighborhood park land acquisition. Unfortunately, federal regulations forbid the use of CDBG funds for <br /> reimbusement if the land is acquired sooner with other funding. Releasing the park for housing before we <br /> have responded to the alternative park site issue (by at least <br /> allocation of funds for alt. site acquisition) could be a real <br /> concern, but I would support that proposal if the timing were <br /> critical to achieve a desired result and there was a <br /> commitment to program CDBG funds at the earliest opportunity <br /> for acquisition. Question: if it is a timing problem to get <br /> CBDG funds programmed right off, could we use other funds as a <br /> loan to CBDG and pay if back once funds were available?
