HAMMITT Bob <br /> From: ETTER John F <br /> To: WEINMAN Richie D <br /> Cc: WEBER John J; HAMMITT Bob; ANDERSEN Chris F <br /> Subject: West University Park brainstorming.... <br /> Date: Tuesday, December 19, 1995 2:50PM <br /> John Weber just came in to think out loud about how to fund the acquisition of the vacant parcel on 14th <br /> and Hilyard, NW corner, and here is the fall out, for what it may be worth. <br /> It seems like we need the benefit of some other program or a loan. Some funds within the city, the sewer <br /> funds, for example, might have the capacity for a loan to get the site tied up. A case could be made for <br /> repaying with a little SD funding, based on the number of new dwelling units built on the old park. That <br /> would only be a token amount, however, and need more CDBG funding. I understand the risk in counting <br /> on funds that haven't been approved, but know that interfund loans have been done in the past. I don't <br /> think this is the type of item we would include in a list to ask the voters to consider before a bond election. <br /> A second source of funding would be from Police/Fire. We essentially gave them a fire station site at <br /> Sheldon, and I believe they are indebted to Parks in a way that could meet our long term objective. This <br /> would probably have to be played out in the capital budget. They owe us some land. An interim use for <br /> them that would justify their involvement would be a location for their branch facility, now on the 7-11 <br /> parking lot over on Alder. In fact, if that facility were to ultimately be located on the next property to the <br /> west, the eventual park should feel quite safe for the patrons we desire to serve. <br /> At Walnut Grove, we are going to buy a park site from you for about $80,000 with SD funds. Is there any <br /> way those funds your department receives could be channelled to buy the current site from us, or acquire <br /> this replacement site? <br /> Happy mulling. --John <br /> Page 1 <br />
