I appreciate the chance City staff has given for community involvement <br /> in the plan, since the board may not have addressed input or the off- <br /> leash program. <br /> So many people who don't have dogs enjoy going to the park. Everyone <br /> seems to be happy at the park. All parks and plans need to incorporate <br /> areas like these for dogs. <br /> Mr. Etter explained that half of the funding to purchase the ranch came from <br /> the federal government through recreational funds. The funds are required to <br /> be utilized for recreation sites as opposed to purely historical sites. There <br /> are certain things that can be done with Wayne Morse in mind, but the funds <br /> are to be used for recreational and park sites. One idea is to place signage <br /> along the creek to educate those using the park about stream ecology. The <br /> plan is focused on ways to bring more people to the park by meeting their <br /> recreational needs. The completed plan will be a City plan. <br /> I see a conflict in the plan in terms of the conservation and preserva- <br /> tion of the wetlands and encouraging livestock and horses in the park or <br /> staging equestrian events. Livestock leave the ground damaged, trampl - <br /> ed, and muddy. <br /> Equestrian events can take place at the Lane County Fairgrounds. Our <br /> tax dollars pay for a place designated for horse shows. <br /> Some of the equestrian events that were proposed were along the lines of <br /> saddle shows. They would be compatible with the ranch setting and not <br /> destroy the environment just as shows of old farm equipment or pulling <br /> shows. <br /> I see red flags when I noted that secured gates were proposed. It seems <br /> to me that the gates are the entrances used for the off-leash program. <br /> The best idea in the Morse Ranch is the off-leash program. <br /> This plan was made illegally. We want to get rid of this plan and start <br /> from scratch. This is not a partnership. <br /> Mr. Etter explained, upon researching records, he found that a portion of the <br /> house was subtracted from the value because the historical preservation of <br /> memorabilia, historical focus, and housing the caretaker were not considered <br /> recreational . The balance of the value which was around $320,000 was divided <br /> between the federal , state, and city to purchase the property. Federal <br /> funding paid for 50 percent, state funding paid for $100,000 and a small <br /> portion was paid for by City funds. Mrs. Morse reduced the original price by <br /> $30,000 to $40,000. <br /> An after-school program took a trip to the Wayne Morse Park and it was <br /> safe'for all the children. <br /> If I didn't think there were hidden agendas or that everything wasn't <br /> above board, I could get enthused about your ideas and proposals. I <br /> think that many of the creators of the plan want to destroy the off- <br /> leash program. We have not heard comments that are supportive of the <br /> program. I don't sense this is a city plan, and until I smell that <br />
