MEMORANDUM
Date: March 3, 1994
To: Richard A. Morgan, Parks Manager
From: Tim Rhay, Turf& Grounds Supervisor Z
Subject: Morse Ranch Pasture "Dogs Off Leash" Area
I inspected the area above yesterday. It would appear that the work we did at the site last
year was effective in terms of site improvement.
There were no obvious problems with stream flow despite recent rains. The lower stream
crossing was holding up well and users are apparently respecting the fences that protect the
stream. There was a large puddle of standing water on the east side of the upper crossing.
We need to build this area up with crushed rock this summer to prevent this problem next
winter.
The wood chip trails are apparently helping to prevent the loss of vegetative cover
experienced previously. Most of these trails have held up well. Some minor re-surfacing
will be needed in the summer, mostly on the longer east-west section in the East Pasture.
Vegetation-free "bare spots" did not develop to the same degree as in the past. This was true
even near the bulletin board. Further, last year's overseeding seems to have "taken" well.
There is one noticeable bare area about six feet in diameter with standing water in it, between
the two crossings (closer to the lower one), on the west side of the creek. The cause of this
bare area is not obvious. The damage is repairable once the soil dries.
The area could benefit from additional overseeding this spring and/or next fall, but I feel it
will fill in nicely when the spring growth period begins. We will monitor weather and soil
• conditions and watch for a "window of opportunity".
In summary, last year's improvements seem to have helped a great deal in making the area
useable and minimizing negative impacts.
