• <br /> EUGENE Public Works <br /> Maintenance <br /> City of Eugene <br /> 1820 Roosevelt Boulevard <br /> Eugene, Oregon 97402 <br /> (541)687-5220 <br /> Dear Morse Ranch Neighbors and Off- Leash Area Users, <br /> There are multiple community interests to support in the Morse Ranch Park Neighborhood area. <br /> Park users and adjacent residents have needs that can best be addressed by consideration of each <br /> others interests. To meet these interests the City of Eugene is planning to make some access <br /> modifications to the Lincoln Street entrance to the east pasture of the Morse Ranch Off- Leash <br /> area. These changes are necessary due to the increased development and parks activities which <br /> have resulted in increased traffic, noise and congestion occurring on Lincoln Street between <br /> Crest <br /> Drive and 31st Street. The planned changes include: (see attached map) <br /> A- Removal of the existing gate on Lincoln Street <br /> B- Eliminate parking on the west side (park side) of Lincoln Street between Crest Drive <br /> and 31st Street. Posting "NO PARKING" signs and painting the curb yellow. <br /> Removal of some existing signs and reduction in size of others <br /> To accommodate these changes the City is planning to improve access from the end of 31st <br /> Street to the new gate (C) on the North side of the East pasture. This new access gate is intended <br /> for users who walk to the Morse Ranch Off-Leash area from their residences east of the park. <br /> All park users driving to Morse Ranch Park are encouraged to use the paved parking lot or <br /> overflow parking area(D) in the upper pasture at the Southwest corner of the park on Crest <br /> Drive. Directional signs to the parking lot will be added on Crest Drive and 31st Street. <br /> Off-leash dog park system improvements will also be occurring at Amazon Park this summer. <br /> Construction of a parking lot adjacent to the LTD Station at Hilyard and 29th Street will provide <br /> parking as indicated on the attached map. <br /> The City is accepting written public comments until March 22, 1996.
