RESOLUTION NO. 2533 <br /> A RESOLUTION AUTHORIZING THE ACQUISITION OF THE <br /> WAYNE MORSE RANCH <br /> THE COMMON COUNCIL OF THE CITY OF EUGENE FINDS THAT: <br /> On April 16, 1975, the Common Council of the City of Eugene <br /> informally expressed willingness to accept maintenance responsibility <br /> for the Wayne Morse Ranch (a description of which is attached hereto <br /> as Exhibit "A" , so marked and by this reference incorporated herein) <br /> if the City acquires the Ranch as park property. On August 27, <br /> 1975, the Common Council authorized the securing of two real estate <br /> appraisals to establish the fair market value of the Morse Ranch. <br /> Pursuant to the interests of the state of Oregon in the acquisition <br /> of the Morse Ranch as a public park, the State Highway Department <br /> reviewed the appraisals and a value of $305,000 for the property has <br /> been established. The Legislature of the state of Oregon has heretofore <br /> made $100,000 available for the securing of the property and on <br /> March 25, 1976 , the City Manager authorized the Parks and Recreation <br /> Department to apply to the State Park' s Division for special project <br /> funds for the acquisition of the Morse Ranch. Nature Conservancy, <br /> a non-profit corporation interested in the preservation and acquisition <br /> of certain lands for public purposes, is in a position to purchase. <br /> the Morse Ranch from its present owner. If the Ranch is acquired by <br /> Nature Conservancy, it will sell the ranch to the City of Eugene for <br /> use as a public historical and recreational facility. At this time <br /> the following funds are potentially available to be used_to purchase <br /> # the Morse Ranch for the benefit of the public : <br /> State Legislature $100,000. 00 <br /> Community Development Funds 33, 200. 00 <br /> • <br /> Bureau of Outdoor Recreation <br /> Federal Grant 133,200.00 <br /> Nature Conservancy Gift <br /> through Mrs. Morse 27, 000 .00 <br /> City Funds (Crest Drive <br /> Bond Issue) 15 ,600 .00 <br /> Total $309,000 . 00 <br /> In accordance with the discussions that are occuring at this <br /> time between the interested parties , Nature Conservancy would be <br /> purchasing the property from the present owner and it would incur <br /> certain costs , including interest, in making the acquisition. <br /> Furthermore, the Bureau of Outdoor Recreation grant is not at this <br /> time finally authorized and the amount of the grant may vary somewhat <br /> from the above estimate. The exact cost to the City depends on when <br /> the acquisition is to occur as well as the final amount of grants and <br /> gifts . It appears that if the acquisition occurs before September 7 , <br /> 1976 , the above estimates are accurate. <br /> Resolution - 1 <br />
