Memo
To: Ernie Drapela
From: Walter J. Haniuk
Date: January 25, 1977
Subject: Acceptable Uses of Morse Ranch
In response to your questions concerning the acceptable uses of the Morse
Ranch, the following information applies in light of the funding partici-
pation involved and the regulations.
1 . Any historical or educational designations or uses should be avoided,
with the exception of the first floor level . This was a specific condition
that BOR was very careful to scrutinize when we were applying for funding.
Even though we could use the lower level of the dwelling for historic uses ,
the remaining park and buildings should not be associated with any historical
designation.
2. C.D. funding allows more flexibility, in that CD funds are to be used for
public benefit projects. I am not aware of any CD regulations restricting
historical uses.
4 3. The BOR funds have definite restrictions on its uses for historical
purposes, as indicated earlier. The overall uses are to be oriented toward
outdoor recreation use, this includes the grounds and buildings. In our
application for federal BOR funds, we had to avoid any language related to
educational or historical uses. Outdoor recreational uses were the basis
for BOR funding approval .
4
WJH/lb
0 Wiz_
a
