This proposed project is for the acquisition of a parcel of property, containing <br /> approximately 27 acres. About 10 acres of the acquisition is contained in two <br /> meadows, the remainder is covered with a mixture of oak and fir groves. <br /> The purpose of the acquisition is to preserve , protect and secure for public use <br /> and enjoyment, a parcel of property, valued for its ecological scenic and outdoor <br /> recreational qualities. The management and uses of the site will be oriented to <br /> afford the greatest regard for its natural features, and to develop its future park <br /> use potential . Concurrent uses of the site will be consistent with those needs and <br /> desires which do not conflict with this intent or create adverse impact to the site <br /> or surrounding area. <br /> 2. This proposed project is consistent with the city's planning goals of acquiring, <br /> protecting and preserving the scenic, recreational , and ecological qualities of the <br /> South ldhelpe areaeofcity. <br /> the neededproject <br /> spacelies <br /> andwithin <br /> parkthe <br /> androutdoorerecreationstudy a, <br /> anddwill help to meet some <br /> areas in a densely populated area of the City. <br /> The principal users of the proposed acquisition will be the local community, with <br /> anticipated substantial use coming from the surrounding area. <br /> 3. The parcel is L-shaped, generally a northerly and easterly sloping tract. The entire <br /> south line fronts on Crest Drive. The southeasterly and westerly portions of the <br /> `site contain open meadows. The central and northerly portions are dominated by a <br /> fir and oak tree grove. An intermitent stream bisects the larger southeasterly <br /> meadow. Three principal structures (a barn, a shed, and dwelling) are located in <br /> the south-central portion. <br /> There are no known easements , leases or retained rights involved in the subject. <br /> The disposition of present development will be to maximize the natural character and <br /> qualities of the subject for park and outdoor recreation purposes. Overhead intrusions <br /> consist of electrical lines feeding the main structures , running from the main line <br /> along Crest Drive. <br /> 4. The subject and immediate, surrounding area is zoned outer residential . The intended <br /> use of the subject is compatible with present zoning, deleting any necessary zone <br /> change. <br /> 5. Timing of development of the subject has a high priority. The outdoor recreation <br /> potential of the site will be identified and defined through a master plan. The <br /> potential uses indicated by the size, location and natural features of the site would <br /> be a community park with regional interest and appeal , offering scenic vistas, park <br /> uses, recreation spaces, picnicing, hiking and jogging trails, nature study, and <br /> wildlife preserve. <br /> The buildings will be converted into support facilities of the park site. The <br /> garage structure will be converted to a park maintenance building. The barn <br /> structure 747n be converted into a public restroom facility. <br /> The dwelling will be converted into a multiple use facility. The lower level will <br /> be made available for public uses as a community building. The upper level of the <br /> dwelling will be converted into a park caretaker' s office and living quarters. This <br /> upper level constitutes 37% of the total usable area of the dwelling. This percentage <br /> figure was used to break out the partial appraised value of the dwelling, in the amount <br />
