L *10 <br /> CHAPTER 396 <br /> AN ACT Ixs 2609] <br /> Relating to historic places; appropriating money; and declaring an <br /> emergency. <br /> Be It Enacted by the People of the State of Oregon: <br /> SECTION 1. In addition to and not in lieu of other appropriations or <br /> expenditure limitations, there is appropriated sum of$100,000d to the Department <br /> pastofstate's out of the State Highway Fund, rovassthe s 's <br /> share for the purchase of the land, structures and imp <br /> compris- <br /> ing the Wayne Morse ranch located in the City of Eugene as a historical <br /> and recreational facility. <br /> SECTION 2. (1) The Department of Transportation shall expend <br /> these funds only when the balance of the purchase price needed to acquire <br /> 666 OREGON LAWS 1975 [Chaps.396,397 <br /> the property is available from contributions of other governmental agen- <br /> cies, private foundations, public subscription gifts in hand or donations of <br /> the Morse family. Any agreement entered into shall provide that title to <br /> the property purchased shall be taken in the name of the City of Eugene <br /> in trust for the people of the state. <br /> (2) Funds appropriated by section 1 of this Act shall not be spent or <br /> obligated by the department if the state contribution appropriated by sec- <br /> tion 1 of this Act would constitute more than 50 percent of the total cost <br /> of the purchase of the Wayne Morse ranch. If funds appropriated by <br /> section 1 of this Act are not expended by July 1, 1977, pursuant to this Act, <br /> such funds shall revert to the State Highway Fund. <br /> SECTION 3. The consideration for the appropriation of funds contained <br /> in section 1 of this Act is in part the agreement of the City of Eugene, <br /> acting through its common council, to maintain perpetually the Wayne <br /> Morse ranch as a public historical and recreational facility. <br /> SECTION 4. This Act being necessary for the immediate preservation <br /> of the public peace, health and safety, an emergency is declared to exist, <br /> and this Act takes effect on its passage. <br /> Approved by the Governor June 17, 1975. <br /> Filed in the office of Secretary of State June 17, 1975. <br />
