provide better watering coverage. This may be possible without abandoning the existing piping
which is PVC and quite sound. Staff needs to do some on- site measurements and testing to
verify the feasibility of these ideas and plan to do so this spring. If successful, such an effort
would make turf renovation within the currently developed and irrigated area a possibility for
next fall.
Staff has worked with the neighborhood association in providing access to the park's in-ground
"quick couple"valves so they could be used to water trees. Holes and fittings have also been
supplied for the neighbor's use. The existing turf irrigation system was never adequate for the
establishment of newly planted trees. Newly planted trees require three years of additional
watering to become established and self sufficient. The dry summer of 1994 caused stress to
many of the treft and the loss of a few others. This occurred during the period that the irrigation
system was shut down due to the"Eugene Decisions"process.
Our current Capital Improvement Project budget for parks is very small. The funding that we do
have is being used for the preservation and maintenance of our existing park amenities. Your
request for renovation of the irrigation system and its extension into the undeveloped portion of
the park are certainly appropriate when/if funding becomes available.
The funding to renovate the Washburn Park irrigation system has been made possible by
delaying other scheduled Capital Improvement Projects. This schedule change has been made by
the Public Works division because of the number of unique tree species that have died or decline
in the park due to the lack of water. A new irrigation system is planned for Washburn Park
