TUGMAN22.WPF Page 1
July 11, 1995
Elizabeth Orr
290 East 36th Street
Eugene, OR 97405
Dear Ms . Orr:
In follow-up to my June 9, 1995, letter and your letter of June 25,
1995 . You ask for "assurances that the pipe and fill operation at
Tugman Park will not adversely affect the adjoining properties in any
way. "
The plans for extension of the storm drain pipe, to reduce erosion and
water flow contacting the toe of the landfill, have been designed by
the City Engineers . This design has been reviewed by Department of
Environmental Quality staff and staff at Parametrix, including a
hydrogeologist . There will not as a result of this work, be any
additional water volume added to the current drainage system.
There are some additional measures being undertaken to improve the
current storm drain and channel performance . At the pipe outfall , a
structure will be built to reduce the speed of the water as it exits
from the storm drain pipe. This summer Park Service crews will be
mowing the grass between the fence to the west of the creek and the
creek. In addition, the crews will hand clear the brush and debris that
is along the creek bed. This will allow observation of the creek bed
during periods of water flow and if additional improvements to the
drainage system are required, allow for proper planning and design of
those improvements .
If you have any further questions please feel free to contact this
office.
Sincerely,
Chuck Solin
Loss Control/Environmental Program Manager
