• 3. The City currently does not have a location containing multiple ballfields suitable for <br /> tournament level play. It was envisioned that Striker Field was to be that location. We <br /> recognize that the Crescent Neighborhood citizen's group to the east has continuously <br /> opposed the construction of ballfields at this location. However, without an alternative this <br /> location still remains the designated ballfield site. With the recent purchase of parkland at <br /> the Golden Garden's site south of Clear Lake Road we may have an alternative. However, <br /> the Golden Gardens site is outside the UGB. To become a feasible alternative it would most <br /> likely require the property being brought inside the UGB with subsequent annexation before <br /> we would be able to provide the infrastructure necessary for a ballfield complex. <br /> 4. Since all discussion to date has been to do joint development of ballfields with the school <br /> district at this site,4J's support or at least their not objecting to a surplus proposal would be <br /> needed. <br /> The decision for park property to be declared surplus must be made by the City Council if there <br /> is a desire to trade property or otherwise limit the potential buyers to a single entity. If the sale <br /> of the surplus property is not to be limited to a single entity then the decision is the City <br /> Manager's with the Council having the option to ratify or modify the decision at their discretion. <br /> Declaring park property surplus is typically very controversial within the involved neighborhood <br /> and most often not a process that staff can successfully initiate. My experience had been that the <br /> greatest possibility for success is where the action is neighborhood supported and then initiated <br /> by the Councilor in whose ward the park property is located. <br /> In my opinion for POS to be able to support a surplus declaration on our Crescent park property <br /> the issues outlined above would need to be resolved and the project publicly initiated as <br /> described above. <br /> John,please give me a call if you have questions about this or other ideas you might wish to <br /> explore. <br /> Sincerely, <br /> /d7 ,E? z/# <br /> J.R.
