As requested, this letter outlines the issues I <br /> would anticipate needing to be resolved before POS could support a park surplus <br /> declaration for the 8+ acres of parkland immediately north of your development. <br /> This parcel was initially acquired by the City a number of years ago from the Ed <br /> Cone family. Part of the parcel was purchased and part was donated to the City. <br /> PARKS AND OPEN SPACE PLANNING Our Parks, Recreation, and Open Space Project and Priority Plan identifies this park <br /> property by the name of Striker Field. Past public conversations in regards to this <br /> PARK OPERATIONS property were around doing joint sports field development with School District 4J, <br /> who owns abutting lands intended for a future school site. <br /> URBAN FORESTRY As said previously there are a number of issues that would need to be resolved if a <br /> surplus declaration was sought. These include: <br /> NATURAL RESOURCES <br /> 1. There are areas to the immediate west and north of our parcel that are not served <br /> by a neighborhood park. Our service area for a neighborhood park is <br /> approximately a radius of one half mile. The residential components of your <br /> development will increase this need. Placing neighborhood park facilities on this <br /> parcel (e.g. a playground and general open space)would serve that need. Other <br /> ways this need could be met would be if 4J did construct an elementary school <br /> with these amenities on their adjacent parcel or if a private development <br /> provided this type of amenities which were open to the public. <br /> 2. The Cone family desires a neighborhood park be constructed here and named <br /> after Ed Cone. While there is no legal documentation we have been able to <br /> locate, the Cone family feels their donation of part of this property was for the <br /> purpose of constructing a neighborhood park which was to be named after Ed <br /> Cone. Currently this remains an unresolved issue. <br /> EUGENE <br />
