As that all gets <br /> designed, we would be considering any other facility that might go in there, most likely expanded picnicking <br /> capacity and sand volleyball. The result of a development plan to accommodate all of that would certainly impact <br /> the park down to however Cheshire Street is to be aligned. <br /> 3. The idea of a community garden, run by Food for Lane County, raises questions: If it was just for the <br /> organization, it would be easier to allow on an interim basis. If the surrounding community gets to use it, then it <br /> would be very hard to move when the ultimate development time comes. In any case, I would recommend holding <br /> off until we are sure the community has turned down the funding measure, maybe twice. There is infrastructure <br /> cost, and F4LC would want to get a certain number of years out of it to "amortize" their investment. Without <br /> funding for development, this piece of ground probably would not change unless a donation came along to make <br /> some (memorial) improvement. A vegetable garden will require a substantial fence. One had to be erected at <br /> the Amazon Park garden last year due to the theft problem. Theft potential in Whiteaker has to be at least the <br /> equal of Amazon. <br /> 4. Once this site is cleaned up and mowed more frequently, any camping activity would become very obvious and <br /> easy to police. <br /> Wildflowers and a more natural look (higher vegetation)would look nice in some respects, but possibly obscure <br /> people who are out in the middle in their sleeping bag. <br /> 5. A combination of part wild flowers and part community garden might be a way to have a greater daytime <br /> presense on the site. However, the fencing and height of garden plants will again create some visual barriers to <br /> use at other times of the day and night. <br /> 6. Sladden sidewalks: We (staff) actually had CDBG funding for this back in '84, but the Whiteaker Community <br /> Council "reprogrammed" them for playground improvements. The need is there. The three sides of the park plus <br /> some connections to the interior total about 1,400 lineal feet or 8,400 square feet. We would suggest a 6 foot <br /> sidewalk since there would be some recreational use of them. Contracted price @ $4.25 per square foot <br /> (including excavation and irrigation adjustments) = $35,700.
