DIV
January 4, 1993
SPENCER BUTTE RESTROOMS FIRE REPORT
At approximately at 10:00 a.m. on January 2, 1993, Zane Renfro contacted me by
radio to tell me that the restrooms at Spencer Butte Park had burned to the
ground during the night. I contacted Claude Banker and Dick Morgan and
neither of them had been notified of the fire. I contacted Fire Dispatch to
inquire if they had knowledge of the fire. The dispatcher told me that they
had responded to a reported fire at the restrooms at 5:30 a.m. that morning.
When they had arrived the restrooms were nearly burned to the ground at that
time. They did find three space heaters at the site. I later confirmed with
Zane that we had been using a space heater to keep pipes from freezing. They
was also a spare space heater at the site and a wall mounted heater that was
not functioning. Since the wall heater was not operational , we were using a
space heater to prevent freezing. Fire Dispatch notified me that they had
contacted Lane Electric Coop to notify them to disconnect the electricity. I
contacted Lauren Chouinard to notify him of the loss. Fire Dispatch said that
they estimated the loss at $30,000. Public Works Maintenance staff need to
verify the value of the building and if it is substantially different than the
$30,000 we need to notify Fire Dispatch to update their report. We also need
to have a discussion regarding plans to replace the restrooms. My initial
reaction is that the restrooms not be replaced given the location, past
vandalism to the site and the need to reduce our service delivery system as a
result of the Eugene Decisions process. The Case Number is 93-44. According
to the Ftre-Report the replacement value is $45,546.
loo r o'
