I believe <br /> if they are already working an 8 hour day, performing a similar City function, we would have a problem <br /> expecting them to monitor park activity after hours. <br /> Chris and I discussed this issue at our last meeting around some other potential volunteer type projects. <br /> Chris told me she wanted HRRS to explore the FSLA liabilities further. I don't know if she has made that <br /> request yet. The issues we were talking about were related to park staff volunteering their time in a park <br /> setting or similar setting, such as, the Masonic Cemetery clean up. We actually have an employee who <br /> works for parks who has been involved with Masonic Cemetery clean ups and in the past has actually used <br /> a City pick-up after hours to help haul stuff from the cemetery. She said there <br /> were many instances of vandalism and littering last May and <br /> June - which interferes with the outdoor program. She's <br /> interested in letting a city staff person move his/her <br /> completely self-contained mobile home to the butte and provide <br /> the person with a cell phone. <br /> This raises zoning, camping ordinance and other issues for me. <br /> Glen, would you spend a little time on this to see if it's <br /> even legal given current ordinances?
