ailir
li
May 16, 2005
EUGENE
Parks and Harold Ogren
Open Space 500 Terra Linda Avenue
Eugene, OR 97404
a division of Public Works Dear Mr. Ogren:
1820 Roosevelt Blvd.
Eugene,Oregon 97402
This letter is in response to your letter of April 22, 2005 regarding the
property the City purchased from you in 2002.
(541)682-4800
(541)682-4882 Fax
www.a.eugene.or.uslparks In your letter you asked me to relay to the Public Works Director how I feel
about the acquisition process. I wish to assure you that I have already done
so. The Public Work Director is my direct supervisor. I have kept him
apprised of my feelings and opinions regarding my initial September 24,
2004 letter to you, my subsequent conversation with you in person at the
site, your March 22, 2005 letter to the City Manager, the Public Works
Director's letter of response on April 6, 2005, your April 6, 2005 letter to me,
and this response to you.
While I understand that you feel that you sold under threat of condemnation,
Parks and Open I also understand that City staff who worked with you feel that they never
implied condemnation. Obviously, there is a difference in perception here
Space Planning
and I feel this misunderstanding is unfortunate.
Parks Maintenance
When we talked on site, I said that I had not been involved with the
Urban Forestry negotiation process and that I regretted that I had not become involved with
the issue earlier. I did not make that comment to infer that I felt staff had
Natural Resources done anything wrong. My intent in that comment was that I regretted that I
had not become involved earlier so that I could have possibly tried to help all
parties involved come to a joint understanding of the issue.
I support the decision outlined in the Public Works Director's letter of April 6,
2005, declining to sell the property, for the reasons given in that letter. I do
hope that you will find that a park can make a good neighbor and that we
can work together to create a satisfactory solution for all.
Sincerely,
Johnny R. Medlin
Parks and Open Space Division Director
EUGENE.1
