The Oregon Department of Transportation (ODOT), which is funding the bulk
of the project using Federal Highway Administration funds, advertised May 29 for bids to renovate the historic depot at
the south end of Willamette Street. City of Eugene staff will manage the construction contract once notice-to-proceed
has been given by ODOT.
The construction project follows more than two years of site planning. WBGS Architecture and Planning of Eugene
developed a 20-year master plan that incorporates the vision of the City Council, the North End Scoping Group and
numerous citizens who participated in the master planning process. WBGS also produced detailed engineering plans for
the initial phase of the depot project, which focuses primarily on the 1908 depot structure and its immediate surroundings.
The first step in the project will be to develop temporary facilities for Amtrak to continue to serve rail passengers while
the depot is being renovated. The current schedule anticipates that interior work will begin in the depot building in
November. Site-related drainage improvements will also be done this year under a separate City contract. The depot
„...renovation is scheduled to be completed by September 2004.
Meanwhile, negotiations continue on another key, short-term project goal: public ownership of the depot and surrounding
area. Significant progress has been made in the past several weeks, and Public Works Director Kurt Corey is optimistic
that a final agreement can be reached in the next month. The most recent discussions have focused on the City
acquiring the depot building and the area immediately to the west of the depot. The master plan concept of extending
Oak Street to the north will not be included in the first phase of the project.
Approximately $4.6 million has been budgeted for site acquisition, master plan development, and the first phase of
construction, with about $3.6 million coming from state and federal sources and $1 million pledged by Amtrak.
Discussions are under way with community groups and service clubs about possible volunteer projects to augment the
renovation work being done under contract.
