Under the agreement, the DEQ will assume responsibility for the treatment and disposal process for <br /> all ground water pumped from the Library site. The transfer of responsibilities will occur over the next few months and <br /> --will eliminate the City's on-going financial obligation for addressing the ground water contamination discovered on the <br /> Library site. No source of contamination was discovered during construction. As part of the agreement, the DEQ will <br /> take ownership of the City-purchased treatment equipment as well as assume responsibility for all future operational <br /> costs and permitting requirements. In addition, the DEQ will reimburse the City of Eugene for some of the expenses <br /> incurred to date. Due to DEQ funding issues, it is anticipated that reimbursement will occur over a period of up to four <br /> years. Negotiations continue to formalize the terms of the transfer, timing and reimbursement of expenses. For further <br /> information, please contact Brad Black, Senior Project Manager, at 682-8354. <br /> City Seeks Low Income Housing Proposals <br /> The City's annual Low-Income Housing Requests For Proposals (RFP)was issued on April 15, 2003. Appropriate <br /> projects include housing acquisition and rehabilitation, and housing development with land acquisition and construction. <br /> Special consideration will be given to proposals that can be completed by March 31, 2004. <br /> The adopted Consolidated Plan identifies rental housing for very low income individuals and households, with emphasis <br /> on families with children and persons with disabilities as Eugene's top priority. Proposals may be submitted by for-profit <br /> developers, non-profit developers, and public agencies. The RFP offers funding through the federal HOME and <br /> Community Development Block Grant programs, the City's Housing Rehabilitation and Property Tax Exemption <br /> programs, and assistance with systems development charges. <br /> The RFP is timed to coordinate commitment of resources with the Oregon Housing and Community Services <br /> consolidated funding cycle. This helps the housing providers to compete successfully for housing funding offered by the <br /> State, thereby leveraging the local contributions. Proposals are due by June 30 and the council will take final action on <br /> the projects in Fall 2003.
