Owen Rose Garden <br /> Phase: Construction <br /> The Eugene Delta Rotary's fund raising campaign proved to be a success this summer,with over$25,000 <br /> being raised toward the purchase of new gazebo for the Rose Garden. With matching funds from the City, <br /> Poligon,Inc.was selected as the successful bidder to supply the 28-foot diameter ornate gazebo.Delivery <br /> of the gazebo is expected by the end of October.In the meantime a construction permit was obtained and <br /> The Triton Group was the successful bidder on installing the gazebo foundation and the approach walk. <br /> Work began on the foundation on October 21 and is expected to be completed by the end of October.The <br /> Rotarians have scheduled three work parties on concurrent Saturdays in November to erect the prefab <br /> gazebo on its foundation.The Rose Garden webcam(www.ci.eugene.or.us/pw/parks/owen/owencam.htm) <br /> is being trained on the work site so citizens can watch the progress of the construction. <br /> Also at the Rose Garden, five donor benches have been installed under the pergola,and several more are <br /> on order.Most of the climbing roses have been recently planted along the pergola structure and should <br /> begin their climb to foliate the pergola this coming spring.Paver bricks,slate tiles,planters,and benches <br /> are still available for donors to adopt.All donations will further the development of the Rose Garden as a <br /> destination attraction in Eugene. <br /> Pre's Rock Memorial <br /> Planning/involvement <br /> As recipient of a 1.5-acre tract of land at Skyline Boulevard and Birch Lane as a memorial site of Steve <br /> Prefontaine's fatal auto accident in 1975,the City is currently studying how to create four to eight parking <br /> spaces for memorial visitors. Local residents, friends of the Prefontaine family,and others met with City <br /> staff this past summer to discuss providing safe parking and pedestrian access to this area. Parking spaces <br /> and walkway are anticipated to be added within the coming year.Other site improvements to the memorial <br /> may follow depending upon future donations. <br /> Rasor Park <br /> Phase:Planning, initial implementation <br /> The first steps toward implementing the natural-resource-based concept plan for this 10-acre riverfront site <br /> have been taken by the local volunteer group,Friends of Rasor Park(FORP). Staff has worked <br /> closely with the group to develop a restoration plan and address plan-recommended modifications to the <br /> maintenance program,which will go into effect this fall. During the summer,staff arranged for the <br /> installation of basic water service to the site,and extended a water line towards the center of the park to <br /> assist with volunteer watering efforts. Volunteers worked hard through the dry moths,often with buckets <br /> and hoses,to provide water to native plants installed this spring. <br /> POS PUBLIC INFORMATION,EDUCATION,AND INVOLVEMENT <br /> Parks,Recreation&Open Space Comprehensive Plan <br /> Significant research efforts are underway as part of the comprehensive planning process. These research <br /> efforts include identifying community needs through a variety of public outreach efforts,and an inventory <br /> and evaluation of parks,recreation,and open space services,including funding,maintenance,and <br /> management of these services. To date,the Mayor's Committee,chaired by Councilor Nathanson,has <br /> held two meetings and attended a tour of parks,open space,and recreation facilities. In November the <br /> Committee will meet and review the key issues facing the Recreation Division. Public involvement efforts <br /> underway include participation in the Eugene Celebration,an open house scheduled for November 20`h at <br /> the Hilyard Center,one-on-one interviews with representatives of key stakeholder organizations, <br /> presentations at neighborhood and community group meetings,and focus groups.
