For more information, contact Brian Genovese, Assistant Traffic <br /> Engineer, at 682-5343. <br /> Community Emergency Notification System Test <br /> Sometime after June 10, 2002, as many as 140,000 phone numbers in Lane County could get a call from the Community <br /> Emergency Notification System (CENS). Lane County has been chosen as one of three sites for a multi-state test of the <br /> system by our vendor. Due to the fact that multiple states are involved, the testing could continue to occur for a few days. <br /> The CENS message will make it clear that this is a test of the system and no further action will be needed. This telephone <br /> notification system has the ability to call at least 1,000 phone numbers per minute and deliver specific emergency <br /> information on behalf of public safety officials. Lane County was the first locale in the nation to obtain this system, and <br /> also the first in the nation to use it in a recent public safety incident in West Eugene. Since 1999, it has been used a <br /> number of times for emergencies such as armed and dangerous subjects, a hazardous materials spill on 1-5, evacuation <br /> during a wild land fire, and quick notice of a missing child. <br /> Those receiving the call in June should consider using this test as a first step to rehearse emergency procedures in place <br /> for work or home. For more information, contact Chuck Solin, Loss Control/Environmental Manager, at 682-5664. <br /> Work Starts Monday on Traffic Signal Safety Project at Willamette and Crest <br /> Construction is scheduled to begin Monday, June 10, on a project to install a traffic signal and make other safety <br /> improvements to the intersection of Willamette Street and Crest Drive in south Eugene. The traffic signal will allow <br /> rotected left turns for northbound Willamette traffic onto westbound Crest and a create a new right-turn lane for <br /> southbound traffic on Willamette at Crest, making those turns safer due to limited sight distance at that location. <br /> Pedestrian and bicycle safety will be enhanced by signalized crosswalks and curb and striping adjustments to slow traffic <br /> turning off Willamette onto Crest. <br /> The project also includes installing new sidewalk access ramps and making storm drainage improvements. Existing storm <br /> drainage"bubblers" that spill water onto Willamette and Crest will be replaced with underground pipes that tie into the main <br /> drainage system in that area, and an in-line water quality system will be constructed to help filter out sediments and other <br /> pollutants from stormwater runoff. <br /> The sidewalks, stormwater enhancements and other subsurface work are scheduled to be completed by late July. The <br /> schedule calls for the traffic signal poles to be set in August and for the new signal to be operational by Labor Day. Kipco <br /> Inc. of Eugene is the general contractor on the $315,000 Eugene Public Works project, which is funded by stormwater <br /> user fees and transportation system development charges. "Project Playground,"a day-long work party, is scheduled to begin at 9 a.m. next Thursday, June 13. Volunteers <br /> are invited to join Mayor Jim Torrey, City Councilor Scott Messner and event organizers in this comprehensive park <br /> improvement effort.
