REPORTING OFFICER NARRATIVE <br />OCA <br />Eugene Police Department15-12270 <br />VictimOffenseDate / Time Reported <br />SocietyCRIMINAL TRESPASS 2Mon 07/20/2015 07:28 <br />THE INFORMATION BELOW IS CONFIDENTIAL - FOR USE BY AUTHORIZED PERSONNEL ONLY <br />Assisting Officer/ Officer Bremer, EPD <br />Cited/ Logan, Patrick Andrew WM 02-28-70 <br /> Cite# 696856; Criminal Trespass 2 ($280.00) and Violation of Park Rules ($200.00) , Muni Court, <br />08-10-15@1300 <br />Cited/ Younger, Martha Lauren WF 09-22-81 <br /> Cite#696857; Violatoin of Park Rules ($200.00), Muni Court, 08-10-15@1300 <br />Body Worn Video/ CEPDDGT 07-20-15 at 0728 hours CEPDRBB 07-20-15 at 0728 hours <br />Additional Information: Logan issued a 1 year Park Restriction and Younger issued 30 day Park Restriction. <br />Source Of Activity: <br />On 07-20-15, at about 0728 hours, Officer Bremer and I were on patrol in the marked police jail transport van; we <br />were in uniform and displaying a badge. <br />Officer Observation and Investigation: <br />I was operating the jail transport van and Officer Bremer was the passenger. We were enroute the the river bank <br />trail to conduct a follow-up on whether there were still illegal campers that Officer Bremer had contacted over the <br />weekend. As we were driving toward the river bank trail, we observed two people covered in sleeping bags with <br />bedding underneath them and their personal property scattered around them next to the picnic shelter in the grass. <br />Park rules specifically prohibits overnight camping in Alton Baker Park and prohibits people from being in the parks <br />after hours, 11p.m. to 6a.m. <br />Officer Bremer and I, stopped the van from about 30 yards away and walked to the two people. As we got closer, I <br />recognized the male to be Logan, Patrick. He sat up when he saw us walking toward him. <br />I activated my body video camera as I walked up to Logan. I saw that the second person was completely covered <br />from head to toe. <br />I advised Logan I was audio and video recording and even though I knew him from numerous and previous contacts, <br />I still identified my self as a police officer with the Eugene Police Department. I asked Logan if it was his girlfriend <br />covered in bedding and he said it was. I asked him to wake her up. As she woke up, she uncovered and I saw it was <br />Younger, Martha. I also know her from previous contacts/arrests. <br />Prior to this contact, I had reviewed the Park Restriction list in briefing when I started my shift. Logan was one of <br />the people listed as being restricted until 07/23/15. <br />I confirmed with dispatch that Logan had a valid park restriction that did not expire until 07/23/15. <br />I obtaind Logan`s name from him and Younger`s name from her.
