A street tree planting in <br /> the Whiteaker Neighborhood along Railroad Boulevard, a street tree planting along Fillmore <br /> Street next to the Westmoreland Community Center, and a street tree planting along Crest and <br /> Lincoln streets which borders Moms Ranch Park a unique, natural, and historic site. The <br /> final design will be a product of neighborhood involvement and input When planting under <br /> wires, the Eugene Water and Electric Board will be a part of the design team. Each of these <br /> segments help implement the City of Eugene's commitment to the development of its urban <br /> forest. Trees are very important to the City as stated in the City's Urban Forestry <br /> Management Plan. "Trees are probably the single most important contributor to the health <br /> and beauty of the urban environment. Their presence brings physical, psychological and <br /> spiritual well -being to a community and helps to create a sense of peace and harmony with <br /> nature. Within an urban environment, trees give life by softening the geometric rigidity and <br /> hard surfaces of streets and buildings. With their infinite variety of form, texture, color, and <br /> mood, trees can be used to create diverse spatial configurations. Why trees? Because trees <br /> bring life to a city. Trees inspire us and exemplify the continuity of time and space, and <br /> provide a sense of beauty for future generations to enjoy." Eugene continues to pursue the <br /> very best in urban forestry through the City's management plan, codes, and community <br /> education. Greenscape Plan I furthers the goals and objectives of the City's plan by the <br /> addition of street trees along streets frequently used by its citizens. <br /> SEGMENT #1 Whiteaker Neighborhood - Railroad Boulevard Street Tree Planting <br /> The Whiteaker Neighborhood is a central city area consisting of commercial, <br /> industrial, and residential properties. The Whiteaker Plan was adopted by the City in <br /> 1994 and it contains a commitment to the revitalization of this central city <br /> neighborhood through various methods including the planting of street trees. As stated <br /> in the Whiteaker Plan, "Continue, enhance, and promote the street tree planting <br /> program. There is a high value placed on existing street trees and an interest in <br /> maintaining and expanding this element of the streetscape. Planting strips in non- <br /> residential areas often lack landscaping. An attractive planting strip can help soften <br /> the edge adjacent to residential areas and visually integrate residential with non- <br /> residential areas." The proposed street tree planting along Railroad Boulevard and the <br /> railroad tracks that run through this neighborhood provides an opportunity for the <br /> implementation of the Whiteaker Plan's goals and objectives. This imprdved <br /> streetscape will be enjoyed by not only the residents of the Whiteaker Neighborhood <br /> but all who use this street. There will be a mix of tough trees suitable for under wires <br /> such as Hedge Maple, Lavalle Hawthorn, Golden Desert Ash, and Amur Maple. The <br /> planting will provide a buffer and screening of the railroad tracks while giving the <br /> street a canopy of trees. <br />
