MEMORANDUM <br /> TO: - Chris Andersen, Public Works Director <br /> Bob Hammitt, Maintenance Director <br /> FROM: Bob Blanchard, Information Systems Specialist, PWM <br /> DATE: June 30, 1994 <br /> SUBJECT: TREE INVENTORY MANAGEMENT SYSTEM CONTRACT <br /> Enclosed you will find two copies of a contract between the City of Eugene and RJN Group, Inc. for a <br /> Tree Inventory Management System (TIMS). RJN was selected to provide this software from a field <br /> of three vendors who responded to our RFP #94 -0163, dated April 28, 1994. <br /> The purpose of this software is to allow our tree crew to inventory the city's street trees and manage <br /> maintenance activities related to those trees. The selection committee, which was composed of <br /> people from the tree crew, ISD, and myself, evaluated the proposals based on factors such as <br /> compatibility with our existing computer environment, technical specifications and functional <br /> requirements related to tree inventory management, capacity for 100,000+ trees, ease of use, power <br /> and flexibility of reporting, vendor qualifications, and overall cost <br /> Cassworks, the infrastructure management program written by RJN, is already in operation in the <br /> Maintenance Division. We are currently using modules within Cassworks to manage our wastewater <br /> collection system and to manage our facilities maintenance. The selection of Cassworks is <br /> consistent with our desire to implement integrated infrastructure management systems within the <br /> division. The tree management module will fit well into our existing environment, and we already <br /> have two years of positive experience working with the company. It will handle our anticipated <br /> inventory of 100,000 or more trees, and has very powerful and flexible reporting functions. <br /> In addition, RJN is committed to completing a Windows version of TIMS within six months, which will <br /> make the program much easier to use within our normal operating environment. RJN also has a <br /> closely - related parks management module which could accommodate future expansion of <br /> maintenance management applications in the Parks Maintenance area. <br /> For all of these reasons, the selection committee chose RJN's Cassworks over the other products. <br /> As you can see from the attached implementation schedule, the program will be customized and <br /> operational within a four month time period. Please review the contract and, if you have no <br /> questions or comments, sign both copies and return them to me. I will return one to RJN and we will <br /> begin the task of putting the system into place.
