EUGENE
Public Works
Maintenance Division
City of Eugene
1820 Roosevelt Boulevard
M EMORAN DUM Eugene, Oregon 97402
(541) 682 -4800
(541) 682 -4882 FAX
Date: July 15, 1997
To: Bob Hammitt
From: Tammy Donahue'.
Subject: Volunteer Program & Urban Forestry
After talking with me briefly this morning, Carrie drafted the attached memo to voice her concerns
about the potential move of the Urban Forestry work unit. She raises very valid concerns, ones which
I feel need consideration.
The first I heard of the potential move of the Urban Forestry work unit was from Carrie this morning.
While I am sure a lot of thought and considerations went into the logistics and impacts of housing for
the various work units, I would guess this is from an operational view only and did not include the
impacts it might have on support functions.
I have attached a letter that Scott sent out today, which obviously was not proofed. I had a
conversation with Scott about this. The reason I'm attaching the letter and bringing it up is to solidify
Carrie's concern that it is hard enough with them in the same building to ensure documents leave
professional and complete. I am convinced that moving them to another building will only increase the
problem of incomplete and unprofessional documents leaving the office. As Carrie pointed out, many
of the edits or revisions need direct communication with Urban Forestry staff. Moving them to another
building is not conducive to facilitating this interaction.
We have had little to no support involvement with Ruth's program. I haven't anticipated a huge
amount of support being requested from the new Volunteer Program, primarily because they are a field
maintenance type of operation and have always been housed with others in a similar environment.
However, housing them in this building with support staff readily available may significantly change
the amount of involvement requested of support staff.
The support staff is always looking at new ways to increase efficiency and stream line processes. I
believe we have a pretty good handle on that. When Kim left and we were not able to fill her position
that left an additional work load to be distributed among the remaining staff. As you are well aware,
that position was eliminated in the Ballot Measure 47 reductions. Recently, the amount of support staff
involvement with the Urban Forestry work section has increased, and I anticipate the number of
requests to multiply.
