higher number of trees planted. The additional advantage we get with using the coordinators is for them to <br /> come back to us for multiple years. <br /> 4. We are not getting time free for Scott to participate with the activities of the Tree Crew or develop <br /> any policy framework for the maintenance of Street or Park trees. Remembering that this was one of the <br /> major problems we had with the previous Urban Forester, we have a goal of the Urban Forester at least <br /> attending their crew meetings. The difficult being if we don't follow -up on their requests or concerns, we <br /> loose credibility in having any role in supporting their activities. <br /> 5. We are working to establish set office hours for Scott and Mike that they will be available to the <br /> public for accepting telephone calls and not be available the remainder of the days. This has become <br /> necessary due to the incredible number of phone calls which come in for the public and other staff <br /> regarding tree issues. Due to their dealing with the immediate interest and issues of people, they are not <br /> getting quality time to work on their other assignments. I really feel many of these calls could be avoided <br /> if the policies and procedures were developed but I've already talked about our difficulty there in #4 above. <br /> 6. We have the new technician assigned to perform development review at the PIC under Scott's <br /> supervision who will be coming on board hopefully in July. Please remember that this person is funded to <br /> perform coordination and review for the full range of assets under PWM jurisdiction and the maximum time <br /> the person can put toward urban forestry issues would be 25 %. For at least the first few months, Scott is <br /> going to loose more time to the needs of supervising and training a new person that he will be able to <br /> offload in terms of work assignments to this person . <br /> 7. The Mayor's request for a DAC for developing management plans for natural forested areas. This <br /> is a major problem. I can see having 40 -60 person hours into this project just getting through the process <br /> to select a DAC. I don't believe we have in -house personnel who can develop such a management plan <br /> and I really doubt letting the DAC develop it would be time efficient or politically expedient. I suspect the <br /> best way to undertake this would be to hire a consultant to do such a plan for a specific area for $10 -15K <br /> and then having the DAC review, comment, and then the consultant modify the plan based on this input.. <br /> This would be similar to the process Engineering is using for stormwater. I suspect the DAC reviewing the <br /> first management plan would meet once a month for a year before something could get adopted. I would <br /> suspect the consultant costs would be around $25K (15 for the plan and 10 more for changes and support <br /> at the DAC meetings). The staff time involved would likely be 25 hours of meetings, 75 hours of <br /> preparation and review times two people. This would equate to 200 hours @ (again assume $40 /hr) or <br /> $8,000. The you would need to add something for minutes recorders, advertising and misc. Putting the <br /> staff part together with the consultant part we have a $35 -40K project to get the first management plan <br /> completed. <br /> Once we have the first one done to use as a guide and format, we likely could do additional ones at less <br /> cost. I would comment that the DAC for each one would likely need to be different people because we <br /> have much different groups interested in what happens at Morse Ranch than at Hendricks, or Spencer, or <br /> Skinners and vice verse. <br /> I don't think we have the existing resources to undertake anything to this magnitude. What I would <br /> recommend is that we develop this as a SLCM proposal and request the monies and resources through that <br /> process. The staff monies could be used to hire temporary staff to off -load some of Scott's /Mike's work <br /> so they could support this type of a project. <br /> This is a quick evaluation of issues and I've likely rambled on long enough.
