Major streets or areas are first inspected by the leadworker or inspector.
All addresses needing tree work are issued a service request with the
accompanying work order. Residents are informed by a door hanger. Immediate
hazards receive the highest priority. Any addresses showing large trees
needing removal, replacement and in fill tree planting require a personal
contact with the property owner. Large removals and nuisance removals fall
under the current policies.
Work performed in this manner has the following advantages. One; Less time
spent on transportation, Two; Improved efficiency of personnel and
equipment, and Three; Higher visibility. This type of work also has the
effect of improving crew moral. Employees feel a greater sense of
accomplishment.
The tree department has committed one crew to provide systematic tree care to
a prioritized list of Eugene's major streets.
REQUEST ORIENTED WORK
Historicly the tree department has been request driven. The tree department
does receive a large amount of requests on an individual basis. Tree requests
have also come from internal sources. This type of work management is not as
efficient as the systematic approach to tree care. It does have its' place
and in some instances has some advantages. These advantages are flexibility,
a higher degree of personal service, and visibility to areas of the city that
may not see any tree work. The citizens of Eugene have come to expect this
type of service and we would be hard pressed to discontinue this service.
Recently Public Works Maintenance purchased a street tree work order and
inventory system. In January of 1995 the tree department began using the work
order part of that system. Public Works is now in the process of conducting
an up to date inventory of Eugene's street trees. This inventory will
generate a large amount of work for hazard abatement.
The tree department will continue to perform request driven work. Work
obtained by citizen request or as a result of the street tree inventory is
performed under these guidelines. All work is routed through Cass Works. All
work is prioritized.
