The Neighborhood Program is citizen based in concept. The Neighborhood Leaders Council, though <br /> not technically an advisory committee, is a diverse citizen based group that actively participates in the <br /> neighborhood program. <br /> Customer Input <br /> During the past six months service staff made a concerted effort to seek feedback from customers. <br /> Among the ways this was accomplished was through interviews with members of the public, directors <br /> and staff of non - profit agencies, and other city staff that utilize the service. Customers were asked <br /> what the division was and was not doing well, and what should be changed. <br /> The CDBG Committee, as part of its 1995 -96 work plan, specifically sought input to program <br /> operation. Adoption of their work plan includes public hearings. The Housing Policy Board and the <br /> CDBG Committee both encourage public comment at every meeting. A requirement of federal housing <br /> and CDBG funds includes the adoption of a "Consolidated Plan." Creation of this plan involves <br /> numerous opportunities for customer input. The Housing Policy Board assisted with the public hearing <br /> process prior to designating priorities for funding. <br /> In addition to the public hearings, City staff regularly meet with representatives of the non - profit <br /> agencies involved with housing development. Systems for allocating funds and solving problems are <br /> then jointly developed. <br />
