M E M O R A N D U M <br />DATE: April 10, 1985 <br />TO: Charles Dallas <br />FROM: Dave Lilley <br />SUBJ: Mona Mellott's Weed Program Proposal <br />Attached is Mona's assessment of the administrative function of the weed <br />mowing program. After reading it, I'm sure you will agree that she has done <br />an excellent job of analyzing the billing and collection aspects of the program. <br />More importantly, she has proposed a number of solutions that I am confident <br />will greatly strengthen the financial viability of the program, provide better <br />service and lessen workload impact on finance. This is accomplished without <br />the additional cost and control loss that would occur through the use of <br />a collection agency. <br />It may not be practical to implement proposal five (rate increase) this year <br />due to the timeframe required for a resolution. I'd like to use this year <br />to see if a rate increase is even necessary after realizing the benefit of <br />Mona's other proposals. <br />Mona has already initiated a number of meetings with Public Works regarding <br />these changes. They have been very enthusiastic and cooperative. <br />I would like to underscore proposals two and four. I think these two innova- <br />tions alone could boost the program into a solvent position. Proposal three <br />not only greatly assists this but frees finance resources for more cost - <br />effective tasks as well. <br />Needless to say, I strongly endorse Mona's approach and proposals and look <br />forward to getting the approvals from Warren and you to implement the solutions. <br />DL:rb <br />attachment <br />a <br />cc: Warren Wong <br />Mona Mellott <br />
