M E M O R A N D U M
DATE: April 10, 1985
TO: Charles Dallas
FROM: Dave Lilley
SUBJ: Mona Mellott's Weed Program Proposal
Attached is Mona's assessment of the administrative function of the weed
mowing program. After reading it, I'm sure you will agree that she has done
an excellent job of analyzing the billing and collection aspects of the program.
More importantly, she has proposed a number of solutions that I am confident
will greatly strengthen the financial viability of the program, provide better
service and lessen workload impact on finance. This is accomplished without
the additional cost and control loss that would occur through the use of
a collection agency.
It may not be practical to implement proposal five (rate increase) this year
due to the timeframe required for a resolution. I'd like to use this year
to see if a rate increase is even necessary after realizing the benefit of
Mona's other proposals.
Mona has already initiated a number of meetings with Public Works regarding
these changes. They have been very enthusiastic and cooperative.
I would like to underscore proposals two and four. I think these two innova-
tions alone could boost the program into a solvent position. Proposal three
not only greatly assists this but frees finance resources for more cost -
effective tasks as well.
Needless to say, I strongly endorse Mona's approach and proposals and look
forward to getting the approvals from Warren and you to implement the solutions.
DL:rb
attachment
a
cc: Warren Wong
Mona Mellott
