Public Works
Maintenance
May 30, 1996
City of Eugene
1820 Roosevelt Boulevard
Eugene, Oregon 97402
(541) 687 -5220
Subject: Vegetation maintenance of drainage righ of w n t cide of Del a --' - v
You are being contacted in regards to vegetation maintenance requirements for the drainage ditch located
along the Delta Highway right -of -way to the west of your property. The Eugene municipal code places the
responsibility for maintenance of vegetation in this area upon the abutting property owner. However, upon
review of this particular right -of -way, the City recognizes that the depth and steepness of the drainage ditch
along Delta Highway makes this area quite difficult for residents to maintain. This area is seen as a greater
burden upon the adjacent residents than what would normally be found along other City rights -of -way.
In an effort to improve drainage water quality and make vegetation maintenance of the drainage way more
manageable for the abutting property owners, the City plans to fill the majority of the ditch after placing a
perforated culvert in the bottom. When completed, the ditch will be a gently sloping swale which will be
easier for residents to maintain. Upon completion of the project, a low growing wildflower seed mix will be
planted in the area. This wildflower mix should provide an aesthetic display and require less maintenance
than grass.
The installation of the culvert and filling of the ditch is planned for mid- summer of this year. Thus, the City
will take responsibility for vegetation maintenance of this area from now until construction is completed The
area will then be planted with a wildflower seed in the fall for erosion control. Next summer the abutting
property owners will resume vegetation maintenance responsibility for this right -of -way drainage area.
To prepare for construction, you are asked to remove any valuable landscaping or any personal property
which you may have placed in the right -of -way area. Construction should begin on or about July 1, 1996, and
be completed by August 31, 1996.
If you have any questions regarding this drainage improvement project, please feel free to give me a call at
683 -6821, or contact Brian Elliott at 984 -4902.
Sincerely,
Kevin J. Foerstler
Vegetation Program Coordinator
cc: Jim Torrey, City Councilor, ward 5
Brian Elliott, Maintenance Technician
Scott Plamondon, Urban Forester
Johnny Medlin, Support Services Manager
Bob Hammitt, Maintenance Director
