The <br />hedge appears to be located on private property, 35 feet from the corner of Elizabeth & Royal. The vision <br />clearance ordinance places a height restriction of 18 inches on vegetation growing within 35 feet of the <br />corner. In this case, the hedge is beyond the area regulated by the ordinance. <br />When stopping at the stop bar, traffic vision is obstructed by the hedge. A motorist has the right to pull <br />ahead and stop again at a point prior to entering the travel lane of conflicting traffic. If vision of traffic is <br />adequate at this point, then policy interprets this as adequate traffic vision for a motorist to safely <br />negotiate the intersection. I found traffic visibility to be adequate when I pulled up to a point just prior to <br />entering the travel lane of Royal. <br />The hedge has expanded in width over the years and may be growing into the right -of -way of Royal by as <br />much as six inches. To attempt to improve traffic vision, we have sent a letter to the property owner <br />requesting their assistance in trimming back the hedge so that it is 1 foot behind the sidewalk edge (behind <br />the right -of -way).
