It doesn't <br />sound like we have a nearby fire risk issue if adjacent field areas are mowed. I do not know the exact location of the seed <br />source in the park, however, it would seem possible to get some positive mileage out of exempting from <br />mowing requirement until after seed collection if we sign the area with an explanation of what we are <br />doing and how this fits into the overall environmental, wetland, coordinated approach we have in place and <br />use it as an opportunity to educate and inform the public. Are there other problems that we need to be <br />concerned about? I'm hoping that the two of you can discuss the probality of exempting these sites in Westmoreland <br />Park from the mowing ordinance until we are able to harvest native seed we need for this year's mitigation <br />bank projects. The ordinance specifies that we need to mow June 15; our projection for completion of <br />seed collection is mid July. Tim Rhay informs me that the PW Director has the authority to grant an <br />exemption. In the course of this year's work, staff will be developing a seed collection strategy and <br />timeline so that we can approach this in a more comprehensive manner in future years. For now, seed is in <br />critical short supply and every viable site is precious so we are hoping to use Westmoreland as a donor <br />site. Let's put it on the INRT agenda. I am positive I will get complaints and that Kevin F. will hear <br />from the citizens re "enforcement" if I do not mow the site promptly after the 15th. (I was originally <br />assured that seed collection would be completed before that date but, of course, the weather this year was <br />not cooperative.) If I'm goint to tell the citizens that we aren't going to mow and Kevin that I will not <br />follow his ordinance - driven order to mow (He would then have the option of having the field mowed and <br />billing us for the cost under ordinance provisions) I'll need something more solid that the vague and <br />"wishful" discussions that have taken place to date. Understand, I have no objection to saving the field as <br />a seed source. But I am not at liberty to ignore the City Code. It requires an authority higher than my own <br />Page 1 <br />
