ABATEMENT COST ANALYSIS
I. DOCUMENTED COSTS PER TYPICAL ABATEMENT
The following 3 tables will illustrate the breakdown of documentable time and
material costs for a typical nuisance abatement under each of the program's 3
management categories. Since these costs do not include any contractor's
charges billed to the City for such abatements, the per abatement costs
derived by this methodology should not be considered as a final owner billed
amount. These per abatement costs are strictly for the various abatement
activities (taken directly from the activity time matrix of Table I), vehicle
and equipment usage based on an hourly rate, and departmental overhead costs.
The hourly wage and benefits rates for the position of the Vegetation Manager
are $12.79 and $4.50 respectively. The combined hourly charge of $17.29 will
be used in the following analysis of each category's typical abatement cost.
TABLE IV
COST PER TYPICAL DEVELOPED PROPERTY ABATEMENT
OFFICE TIME
Enter complaint data
Minutes Rate Cost
FIELD TIME
Research property owner
Initial investigation
35
2nd inspection
15
Property posting
15
3rd inspection
15
Post abatement inspection
15
Total
95 = 1.58 hrs x $17.29 / hr = $27.37
OFFICE TIME
Enter complaint data
12
Research property owner
8
Issue notification letter
11
Mail posting notice
8
Draft work order
35
Process billing invoice
22
Total
96 = 1.60 hrs x $17.29 / hr =
$27.66
VEHICLE USAGE TIME
Sedan with radio
95 = 1.58 hrs x $5.00 / hr =
$ 7.90
MATERIALS & SERVICES
Stationary, printing, & copying
$ 2.11
Posters, stakes
$ .30
Postage
$ 4.85
Developed Property
Activity Costs Per Abatement =
$70.19
Vegetation Program
Cost Analysis 10
