PUBLIC WORKS VEGETATION MANAGEMENT <br />LA)" <br />This document produced to identify the existing vegetation management <br />programs in the Department and to aid us in establishing some direction for <br />vegetation needs in the future. <br />This is an excellent time to do some future program planning for several <br />reasons. <br />1. We are in the process of opening discussion for negotiating a new <br />urban transition agreement with Lane County. Some of the roads that <br />have already been transitioned and some of the future roads (Chambers <br />Connection project) have vegetation management needs. <br />2. A road fund is being discussed for the Department. Some of the <br />vegetation maintenance in the right of way will likely be eligible <br />for road funds. We would want road funds to remain in the Department <br />so we would have to be responsible for the vegetation maintenance. <br />3. The West Eugene Parkway and Highway 99 improvement projects are <br />likely to have vegetation maintenance needs. <br />4. The supervisor position responsible for vegetation maintenance at the <br />WWTP is currently vacant. If we were to do some consolidation of the <br />Department's vegetation needs, we should consider that position as a <br />potential program supervisor prior to filling the position. <br />5. The airport has recently taken jurisdiction of 20 plus acres of turf <br />and landscaping and is in the process of gearing up for maintenance. <br />6. The WWTP is about to take responsibility for an additional 50 acres <br />of rough mowing at site C and will add several acres of turf area <br />which will replace the old plant when it gets demolished. <br />7. In July of 1989, the City will take jurisdiction of the Chambers <br />Street project, which has a significant landscaped area. <br />8. The Maintenance Division will have additional lawn and landscaped <br />area with the completion of the new parking lot and transfer of the <br />property between Roosevelt Blvd. and the railroad tracks. <br />It appears that the program could be managed more effectively by consolidating <br />it under one person within the Public Works Department. Making PARCS respons- <br />ible does not appear to be an effective directior. They did not want to meet <br />the standards established and expected by the WWTP. I would expect the <br />standards at the airport to be even higher. PARCS Department also continually <br />voices complaint about having to maintain things such as islands and fill <br />sections. In fact, I understand an effort was m2de several years ago to have <br />them handle the vegetation problems on the Gilham Road and Norkenzie Road fill <br />sections. Maintenance Division ended up with this responsibility, by default, <br />several years ago. <br />
