8. Crest Dr. <br /> Problem: Numerous large tree limbs overhanging roadway are scratching the <br /> roofs of school busses. Bus drivers are not able /willing to identify the <br /> specific trees but are unhappy with City for not having all tree limbs in <br /> this area removed. This is.a good example of general area type complaints <br /> that can require large amounts of City time and expense to enforce due to <br /> the ambiguity of the problem. <br /> 9. Residence @ 126 E. 32nd Ave. <br /> Problem: Citizen complaint concerning tall grass in back yard required <br /> inspection from over the back fence. Property owner objected to this City <br /> practice as an invasion of her privacy. Property owner was somewhat <br /> pacified when she learned she could obtain the name of the complaintant <br /> and that the City was not simply "snooping over her fence ". This is a <br /> good example of the problems associated with developed property complaint <br /> inspection and the public relations difficulties involved with the <br /> enforcement of anonymous complaints. <br /> 10. Undeveloped lot on Craigmont Ave. <br /> Problem: Partially developed lot is impossible to mow with tractor due <br /> to rough terrain and the piles of debris and fallen trees. Abatement <br /> would require using hand labor. <br /> 11. Developed lot along Pine Canyon Dr. <br /> Problem: Developed residential lot has a large undeveloped area that <br /> appears to be undeveloped but is totally fenced in by chain link fence. <br /> Enforced abatement by tractor mowing is impossible, so hand labor would be <br /> required to climb fence to abate this nuisance. .Since this is a developed <br /> property, policy dictates that a complaint be filed before enforcement <br /> action is initiated. <br /> 12. Uneveloped lot on Shasta View <br /> Problem: Wooded lot covered with nuisance vegetation is impossible to mow <br /> with a tractor due to density of trees and numerous stumps. Enforced <br /> abatement would require using hand labor. <br /> 13. Hillside lots along North Shast Lo. <br /> Problem: Hillside lots unmowable by tractor, same problem as example # 5. <br />
