., Y
VEGETATION MANAGEMENT PROGRAM FIELD TOUR
October 11, 1989
PROBLEM EXAMPLES
1. Undeveloped lot on Seneca Rd. north of R.R. tracks
Problem: Large undeveloped lot is totally fenced, enforced abatement
would require using hand labor to climb fence resulting in a significant
increase in contracted labor costs.
2. Undeveloped lot on W. 5th west of Conger
Problem: Large undeveloped lot is covered with piles of debris, enforced
abatement with tractor mower was insufficient to correct the problem.
Further enforced abatement would require using hand labor around debris
piles resulting in a significant increase in contracted labor costs.
3. Undeveloped lot @ northwest corner of W. 7th & Commercial
Problem: Small berm along the back of the right -of -way of both streets
causes a vision problem at this corner. Enforced abatement with tractor
mower was insufficient to totally remove problem. Further abatement would
require using hand labor which would again result in higher contracted
labor costs and a larger bill to the owner. This lot was a chronic source
of citizen complaints, was the site of a traffic accident, and was brought
to the attention of the Mayor and the CMO.
4. Undeveloped lot on Park Forest Dr.
Problem: Small lot has very rough terrain making it impossible to abate
with a tractor. Enforced abatement would require hand labor.
5. Hillside lots on Soloman Lp. & Lasater Blvd.
Problem: Residential lots above and below hillside streets are impossible
to abate with tractor mowing. This particular area is the source of many
citizen complaints. Enforced abatement would require using hand labor on
these lots. Local neighbors in this area are unhappy with City policy
regarding lack of enforcement due to terrain restrictions.
6. Undeveloped lot on Tiarra St.
Problem: Rough terrain is impossible to mow with tractor, same problem
as example # 4.
7. Lorane Hwy.
Problem: Abutting property owners are failing to maintain vegetation in
City right -of -way. The large number of properties in violation and the
difficulty involved in their correct identification has resulted in a lack
of enforcement due to time restrictions.
