The project was started <br /> in 1996 with a series of public meetings that involved neighborhood residents and families of <br /> Gilham School students. The concept plan that was subsequently developed received strong <br /> public support, and includes the following components: <br /> • Children's play area; <br /> • Picnic sites, horseshoe pits, bocce court and basketball hoop; <br /> • Walking /jogging path and exercise station; <br /> • Small amphitheater; <br /> • Open play field (non - programmed); and <br /> • Natural resource area, including wetland mitigation site. <br /> The next step is to acquire the necessary permits, including a Conditional Use Permit (CUP) and <br /> DSL /ACOE wetland fill permits, and to refine the design through additional public involvement. <br /> We anticipate being able to complete this work in the fall and winter, as we would like to <br /> complete the project during the next construction season (Summer or Fall 2000). We have set a <br /> rough project budget at $300,000. The project is fully eligible for SDC funds. <br /> GILHAM SCHOOL ATHLETIC FIELDS <br /> Through input obtained during the Youth Sports Park workshop at Cal Young Middle School, <br /> some community support exists for developing additional athletic fields on school district <br /> property to the west of Gilham School. To date, no action has been taken to respond to this <br /> request, since to do so would require a departure from priorities established by the Parks & Open <br /> Space Bond Measure. Parks Planning requests additional direction from PW management staff <br /> before reallocating staff and resources towards this project. In establishing this direction, please <br /> keep in mind the following issues: <br /> • The level of support for the project has not been fully explored. Project proponents are <br /> primarily community youth sports activists, and do not necessarily represent the wishes <br /> of the adjacent neighbors. <br /> • Project proponents envision 2 -4 play fields that would be programmed for Kidsports <br /> softball, baseball, soccer and football. The level of development proposed exceeds what <br /> has traditionally been provided at elementary schools. <br /> • For programmed use of these sites, we estimate that approximately $200,000 would be <br /> needed to develop one soccer field/softball field combination with turf, irrigation, <br /> drainage, and backstop. School District 4j has indicated that they do not have adequate <br /> funding for any development at this location. Since development on non -City owned <br /> land may not be eligible for SDC funds, completion of this project would likely require <br />
