Discussion Draft for Joint Development and Use of <br /> 4J /City of Eugene Youth Sports /Athletic Fields <br /> Draft 5/28/99 <br /> The City of Eugene and 4J agree to enter into a long term (30+ year) agreement for the <br /> development and joint use of multi -sports fields /youth sports complexes on three 4J campuses <br /> as well as multi -sports fields on two additional 4J campuses. The field would initially be <br /> constructed with artificial surface and would have sufficient dimensions to support the playing <br /> of high school football and soccer. For the fields, there would (initially) be aluminum seating <br /> for 1,000, night -use low -glare lighting, low volume sound system, score boards, goal posts, <br /> fencing, ticket booth, and handicap seating and access. The youth sports complex components <br /> would include: <br /> It is proposed that development and operation of the field be governed by a User Committee. <br /> The Committee would be guided by the terms of this agreement. Membership on the Committee <br /> would consist of an equal number of 4J and City representatives to be selected by each <br /> organization, as well as a representative from Kidsports and . Potentially the <br /> Committee could consist of members. Decisions of the Committee would require <br /> agreement by at least <br /> An athletic field will be constructed within the tracks at NEHS and CHS. An athletic field will <br /> be constructed just to the north and west of the community center at SHS (or ?) and just to the <br /> north of the track at SEHS. The youth sports complex components will be constructed on the <br /> CHS/Kennedy MS campus, at the north end of the Cal Young MS campus and possibly on the <br /> SHS campus. The City will provide 4J with a permanent easement, right -of -use, or outright <br /> ownership of any City property to the north of the Sheldon Community Center which is necessary <br /> for the complex at SHS. Should City retain ownership of this land, and maintain sports park <br /> components on this parcel? <br /> This agreement shall be in effect for 30 years. Should the agreement relate to asset life, or is this <br /> intended to establish a long term working relationship? City will have 20 year bonds <br /> Cost of project. The four multi -sports fields, with related support components, including <br /> architectural fees and other "soft" costs are estimated to be $6.4 million ($6.2 ?). The youth - <br /> sports complexes are estimated to cost: $2.3 million <br /> Ownership. The facilities will be owned by 4J, with a long term use agreement with the City as <br /> governed by this agreement and the User Committee. Need "opt out ", compensation and /or <br /> reversion language if for unforseen reasons 4J needs to re -use areas in a way which would <br /> eliminate sports park uses in perpetuity or fields prior to end of useful life. <br /> Initial Investment. Language that the City's commitment to support of football fields will be <br /> 27% of the cost, up to $1.7 million, and will fund the sport park development, estimated at $2.3 <br /> million. City may use any savings on the field component to add to the sports park components. <br />
