March 29, 1999 <br /> Mr. George Russell, Superintendent <br /> Eugene School District 4J <br /> Education Center <br /> 200 N Monroe <br /> Eugene, OR 97402 <br /> Dear Mr. Russell; <br /> Our home is located at 2320 Jeppesen Acres Road. It is adjacent to the north edge of the soccer field and about 200 feet <br /> from the outdoor tennis courts. Our living room is on the Sheldon Community Center side of the house. During nice <br /> weather we tend to open the living room windows. Many times the noise from the tennis courts and the soccer field make <br /> it difficult to hear normal conversation in the living room. Generally the loud noise is of short duration so we do not <br /> complain about it. <br /> Imagine the noise volume generated by 1000 teenagers and parents at a football game and a sound system. Whose <br /> attention can we get to request the noise be reduced? Do you think our request for less noise would do any good? We <br /> would soon be known as the old grouches who live next door to the new estimated $2,101,963 dollar athletic field. <br /> Things to consider: <br /> 1. Home devaluation: <br /> Our homes will be significantly devalued due to the close proximity of the multi -use athletic field and all that <br /> entails, as noted below. <br /> 2. Parking - Where will 1000 people park for first phase and 2000 people for the second phase? Existing available <br /> parking at Sheldon High School: 178 spaces on the north (back) side of the building and 201 spaces on the south <br /> (front) side of the building. 122 spaces at the Community Center and 63 spaces at Meadowlark Elementary School. <br /> No street parking is available on Jeppesen Acres Road west of Providence Street to Gilham Road. TOTAL <br /> AVAILABLE: 564 SPACES. <br /> 3. Environmental changes: <br /> A. Wetlands designation in vicinity of the drainage ditch you intend to fill. <br /> B. Livability mitigation. <br /> C. Noise mitigation. <br /> D. Vision mitigation. <br /> E. Light mitigation. <br /> F. Traffic mitigation. <br /> G. Increased traffic on Jeppesen Acres Road. <br /> No sidewalks exist west of 2250 Jeppesen Acres Road. <br /> Little to no lighting exists west of Providence Street intersection with Jeppesen Acres Road. <br /> The curve just west of Providence Street is a blind curve that has no lighting. <br /> Traffic on Jeppesen Acres Road west of Providence frequently travels at 50 MPH or more. <br /> We often hear horns blaring as drivers approach the Providence Street intersection. <br /> There are two 25 MPH Speed Signs on Jeppesen Acres Road. They are located within 100 feet of the <br /> intersections of Coburg Road and Gilham Road. After you enter Jeppesen Acres Road and check for <br /> road hazards, you are abreast of or past the signs. There should be signs indicating School Children <br /> present with posted speeds accordingly. <br /> 4. Traffic Calming: <br /> On August 5, 1995, residents on Jeppesen Acres Road petitioned Jim Torrey to install speed control devices and <br /> install lighting in the curve (at minimum). About May 3, 1996, I understand someone from the City of Eugene <br /> met with and informed John Fisher and his sister that nothing would be done until the new Fire Station is in use. <br /> On October 10, 1998, the new Fire Station #6 celebrated it's Grand Opening. To date, we have heard nothing <br /> about installing lighting or speed control devices. <br />
