031'29/99 MON 10 :49 FAX 541 686 1426 4J SUPERINT OFFI fjoo2 <br /> Eugene School District 4J Decision Process: one Football Stadium versus four Football Stadiums. <br /> On February 24, 1999, a meeting of the Churchill Area Neighbors was held at the Churchill High <br /> School Cafeteria The meeting was attended by Scott LePitte, Liz LePinc, Sylvia Gillings and Arnold <br /> Hultberg. The four of us own three adjacent homes bordering the north side of Sheldom Community <br /> Center. The proposed Sheldon High School Athletic Field (stadium includes football and soccer fields) <br /> will be adjacent to Gillings' and Hultberg's south property lines. As concerned home owners, Arnold <br /> Hultberg and Sylvia Gillings recorded the meeting minutes as follows below. <br /> Eugene School District 4J intends to construct one (of four) football stadiums at the Sheldon High School <br /> in accord with their Option 1. Under Option 1 - one football field will be built at each of the four High <br /> Schools: (1) Churchill, (2) North Eugene, (3) Sheldon and (4) South Eugene. <br /> Eugcnc School District 41 Superintendent Gcorge Russell and Director of Facilities Hill Hirsh were <br /> present at the meeting. Marlene "Mitzi" Colbath and Alan Wilm co-chaired the meeting for the Churchill <br /> Neighbors. Among others attending the meeting were: Christine Anderson (City public Works and <br /> Capital Improvement Program), Michelle Buwalda (Neighborhood Liaison coordinator), Arlen Rexius <br /> and Mr. Halvorson. <br /> 1. Eugene School District 4J intends to schedule meetings in the next 1 -2 months and provide q <br /> recommendation to the City of Euacne in June 1999. <br /> 2. It is desirable to pursue the four field option versus the single large field option; <br /> 3. The single field option is estimated to cost $3.5 million; <br /> 4. The four field option is estimated to cost $8,419,167; <br /> 5. The Sheldon field (stadium) is estimated to cost $2,101,963 and have a 1000 seat grandstand; <br /> 6. A Eugene School District 4J $12.2 million bond fund was approved by the voters November 3, <br /> 1998. $3.5 million has been set aside for the construction of one or more multi -use athletic <br /> fields, including football stadiums. <br /> 7. A City S25 million Parks and open space funding measure was approved November 3, 1998, by <br /> the voters. <br /> 8. The City and the Eugene School District 4J intend to combine their funding to develop <br /> multiuse facilities: including football, soccer, baseball, softball, tennis, concerts, play <br /> equipment, picnic and family area use, etc.; <br /> 9. An artificial turf is being considered for use in the four athletic fields (stadiums); <br /> 10. The single field option will host approximately 20 evening football games; <br /> 11. The four field option will host approximately 4 -5 evening football games; <br /> 12. Each athletic field will have a 1000 seat grandstand; <br /> 13. Each athletic field will be limited to one game per night. <br /> 14. Each athletic field will have non glare lighting installed, which broadcasts about a 75 foot <br /> lighting overflow; <br /> 15. Each athletic field will install a sound system, a scoreboard and restroom facilities; <br /> 16. Each athletic field will have security provided by the Eugene Police Department; <br /> Design concerns will take into consideration the following: <br /> 1. Crowd noise mitigation; <br /> 2. Substance abuse mitigation; <br /> 3. Litter mitigation will be initiated and maintained; <br /> 4. Parking in close vicinity, <br /> Extra use for the athletic fields (total sports field concept) will be encouraged and will be charged at <br /> three rates: <br /> 1. Kids and parent organizations use - no charge; <br /> 2. Public use - minimal fee: <br /> 3. Private use - higher than minimal fee. <br /> In the Sheldon High School vicinity Eugene School District 4J owns a fifth athletic field site located <br /> near Kinney Loop east of Coburg Road and north of Chad Drive (COSTCO). In north Eugene The <br /> Eugene School District 4J has a sixth athletic field site. This site is located north of the Heltline Road and <br /> east of River Road in the vicinity of Admiral, Haywood Street, Commodore and James Lane. <br />
