EUGENE SCHOOL DISTRICT 4J
Multi- Purpose Athletic Field Concept Study — Predevelopment Meeting
January 8, 1999 Page 6
Storm Water — The new synthetic fields have the ability to drain water
through the fabric and fill. A new drainage line will be installed down the
length of each field to collect any additional water that can not percolate
into the existing subgrade as it does now.
The existing tracks sheet drain to the center of their fields. Where
possible, any new pavements will be sheet drained to the outer grass
fields.
As noted earlier, any collected storm water will be diverted to existing
storm drainage systems at the Kennedy /Churchill and South Eugene sites
and will be diverted to new dry wells at the Sheldon and North sites.
❑ How should we calculate the storm water SDC Charges for these
projects or will they be exempt since they are not part of a
building or parking lot development?
Parks — There are no SDC Charges for Parks for non - residential
development.
Wastewater — Wastewater SDC Charges for the City will be calculated
based on new fixture units added if new permanent restroom facilities are
developed.
❑ What are the calculation requirements for new permanent
plumbing fixtures for the MWMC portion of the SDC Charges?
❑ Are there opportunities to exempt these city and MWMC
wastewater SDC charges for this project?
❑ Are there opportunities to exempt the SDC Administrative Fees
from the development of these fields?
Signage
❑ Will the proposed Score Board at each filed be considered
exterior signage or will it be exempt from the City Sign
Ordinance?
Other Issues
❑ What are the other issues important to the City of Eugene that the
4J School District needs to be addressing in their study to site
the multi -use athletic facilities at their high schools?
